Executive Leadership Team

Vick Phillips, Chief Executive Officer Leads daily and strategic operations while guiding the Library’s budget planning process and implementing the recommendations of the Future of the Library Task Force. Prior to joining the Library, Phillips spent more than 32 years with Bank of America in a variety of management roles, leading a number of business units through strategic, organizational and cultural changes. He also served as chief of staff for former Bank of America Chairman and CEO Hugh McColl during McColl’s last six years at BofA. After retiring from the bank, Phillips served as managing director of Carolinas Investment Consulting LLC in Charlotte from 2004 to 2010.  Email David Singleton, Director of Libraries Provides overall management for the library’s 20 public service locations, its literacy and programming initiatives and the Library’s collection of print and digital materials. Prior to joining the Library, Singleton was Deputy State Librarian for the State of Georgia, and has held a number of management and director positions in libraries in North Carolina and Georgia. He holds both undergraduate and graduate degrees from the University of North Carolina at Chapel Hill. Email Karen Beach, Director of Community Engagement Oversees fundraising and development, volunteer utilization, library partnerships, delivering outreach library services, and special events. Email   Frank Blair, Director of Technology and Operations Provides overall management of information technology, logistics, real estate and capital projects, as well as overseeing long-range planning and strategic research and innovation and planning for capital projects. Email Cordelia Anderson, APR, Deputy Director of Marketing & Communications Provides strategic oversight for Library communications, including public relations, marketing, and internal communications.
